She appears to be someone who has infinite wisdom & empathy to provide a solution to any conceivable problem, one can have! 
Many Saddhus ( holy man) sitting on the road, sleeping or meditating.They are dedicated to achieving liberation. In India Saddhus life style is well supported by Ashram system and by the people who offer them food daily.
